    DOE efficiency standards (10 CFR 431) mandate minimum efficiency at 50% of rated load. DOE 2024 levels are significantly more stringent, requiring premium core materials (Hi-B CRGO or amorphous) for compliance. The standards apply to liquid-immersed and dry-type distribution transformers. Total Owning Cost (TOC) analysis — combining purchase price with capitalized losses over 20–30 year lifespan — often justifies higher-efficiency units even when not mandated.
